Yes. Russia accepts students with low marks, backlogs and even 2nd PU failures for bachelor's degree programs at very affordable fees — IELTS not required. Germany offers completely free education at all public universities. Czech Republic is one of the most affordable — a Master's can be done for around ₹2.5 lakhs total, with tuition from ₹1.5 lakh/year.
